After installing multiple hex editors, file conv/viewers, the best method seems to be to run WM6 Emu: {OS: win7,10} microsoft likes to eat files, here is how you take them back!
1. Install WM EMU, then Images
2. Run DvcEmuManager.exe from: ~C:Prg..Microsoft Device Emu..1.0
3. Start WM Device Cntr and pair as DMA
4. >DvcEmuMgn>Action>Cradle
.MSG files: Set to open with outlook, file opens in InkForm.exe. Paste body into outlook message {text field} and DB click to open in VLC {media.} Find temp file {C:UsersMeAppDataLocalTemp} and save.
.PWI files: Run WM6 Emu and paste file into device through Comp, as any paired device.

Alternatively, change extension .pwi to .wav and open w GoldWave app, select Proper bit rate + Hz {may need hex editor if the file has mixed TXT/GRX.}
